Dear New Hartford Property Owner(s):

Per Connecticut State Statute, New Hartford was required to conduct a Revaluation for October 1, 2023.  The Town of New Hartford contracted Vision Government Solutions, Inc. to provide services for the revaluation of all real property located in the Town of New Hartford. The last time New Hartford conducted a mandatory revaluation was October 1, 2018, and at that time Vision Government Solutions was also the company to complete the Revaluation.

The October 1, 2023 assessments have been established by the Office of the Assessor and Vision Government Solutions, Inc. Your assessment represents 70% of October 1, 2023 market value (Appraised = 100% Value, Assessed = 70% Value (Taxable Amount).

Please remember in a revaluation year there a two appeal processes offered (see below). Additionally, keep in mind that the First Selectman carries no contribution to the outcome and determination of assessment values. Values are solely governed between the Assessor and Vision Government Solutions, Inc.

The mill rate for the October 1, 2022 Grand List was 31.32 (0.03132). The mill rate has not been set for the 2023 Grand List. Do not apply the current tax (mill) rate to your new assessment as the mill rate will change. Using the prior mill rate will not correctly calculate your tax bill for July of 2024. It is important to remember that although assessments have increased this does not mean the tax base will also increase by the same percentage.

The Board of Finance will set the October 1, 2023 Grand List mill rate in the Spring of 2024 based on the needs of the Town. Please follow the town webpage for more updates and information regarding the budget and meeting dates at https://www.newhartfordct.gov/

You can search by address or owner. This site will allow inquiry access to the Assessor’s database, including value summary, property data, property record card, and general revaluation information. If you believe that any information provided is inaccurate please contact the Assessor at 860-379-5235.

The first appeal process in an “informal hearing” with Vision Government Solutions directly. These appointments will be conducted via telephone. This is offered to primarily correct any errors and allow residents to provide Vision with data they may not already have to take into consideration when valuing a property. You must make an appointment with Vision, please read below for those instructions. There may be changes requested that require Vision to conduct on-site inspections or need further documentation.

Property owners wishing to have their new assessments reviewed with a representative of Vision Government Solutions may do so by scheduling an appointment online. This would be the time to review and present Vision with evidence supporting what you believe is fair market value, such as comparable properties in your area. The results of your hearing will be mailed to you in mid-December.

If you do not have access to a computer, you may call Vision Government Solutions toll free at 1-888-844-4300 between the hours of 9:00 AM and 4:00 PM Monday-Friday excluding public holidays.

Please do not call the Assessor’s Office to schedule appointments.

The second appeal process, if you wish to appeal your assessment after the informal hearing process is complete, is through the Board of Assessment Appeals. These are members of an elected Board who will hear your “formal” appeal. Members of this Board will determine if the property warrants a decrease, increase or no-change in value. The Board of Assessment Appeals which is available every year, may require documentation such as appraisals or on-site inspections before determining a value. You must file a written appeal to the New Hartford Board of Assessment Appeals through the Assessor on the prescribed appeal form no later than Tuesday February 20, 2024. Applications for appeals must be submitted via mail or in-person through the Office of the Assessor, you may obtain an application from the Assessor’s Office, and applications will also be available online at  https://www.newhartfordct.gov/assessor under the “Forms Tab”.
