Town Clerk Procedure Changes Due to COVID-19

During this unprecedented time, the New Hartford Town Hall remains OPEN to serve our residents by appointment only on Tuesdays and Thursdays.  Appointments can be made by calling the First Selectman's office at 860-379-3389.  The First Selectman's office remains staffed during our normal business hours.

In keeping with First Selectman Jerram’s request that business be conducted by telephone, email or snail mail (USPS) whenever possible to limit exposure, we have made some procedural changes in our office.  Unless your business is urgent or official, we request that you call (860-379-5037) first so we may determine the best way fulfill your request and limit exposure for all involved. Of course, we ask that anyone with symptoms of COVID or other illness stay away.  Business should not be conducted in person unless absolutely necessary.  We are limiting access to the Public Search terminal and the vault to allow us to sanitize after each visit.


Our land records vendor is implementing a temporary FREE RECORDhub subscription for all Connecticut Town Clerks with $2.00 per page prints beginning Monday, March 23rd at 12:00 am.  If you do not currently subscribe to RecordHub this subscription option will be available to you.  RECORDhub may be accessed here.  Land records are available back to 1955 and all of our maps are available.

We request that recordings be submitted by mail or courier whenever possible.  We also accept electronic recordings through any of these vendors: Corporation Service Company (866-652-0111), eRecording Partners (888-325-3365), Indecomm Global (651-765-6400) and Simplifile (800-460-5657).  If you are interested in pursuing this method of recording, please contact any of these vendors to establish an account and complete security protocols.


The Governor has postponed the Presidential Preference Primaries from April 28, 2020 to June 2, 2020.  If you have previously submitted an application for an absentee ballot, the applications will remain in effect for the new date and your ballot will be issued 21 days prior to June 2nd in accordance with Connecticut Statutes.  If you have already received a ballot, that ballot will be honored for the later date.  Additional information on absentee ballots is available on the absentee ballot page of our website.


We will continue to provide marriage licenses to couples seeking to be married.  We ask that you call ahead to schedule an appointment and complete the application online prior to the appointment to reduce the time needed to prepare the license.


If copies of vital records (Birth, Death, Marriage Certificates) are needed, we ask that they be requested by mail whenever time permits.  A written request with payment and a copy of the requestor’s photo id may be mailed to PO Box 426.  We will continue to return the copies on the same day that the request is received whenever possible.  If a copy is needed urgently, please call ahead so that we may have the copy ready for you to again limit time in the office.


Dog License renewals continue to be available online or by mail.  For new dogs, please submit copies of rabies, spay/neuter certificate and payment by mail.  If your dog has received an updated rabies vaccine, you may submit that information via the link on the Dog License page of the website or scan and email.

Although we will miss seeing our neighbors, these precautions are necessary to protect us all.  We look forward to returning to normal operating procedures once the danger has passed.
