Motor Vehicle
The motor vehicle list consists of all vehicles registered (per the Connecticut Department of Motor Vehicles) in the Town of New Hartford as of October 1 (each year). Any vehicles registered after October 1 are known as Supplemental Motor Vehicles. Vehicles prior to the 2024 Grand List (2023GL and backwards) were valued using the JD Power/NADA value. This has been changed by State of Connecticut law -- effective October 1, 2024. Vehicles are now valued using the MSRP (Manufacturer Suggested Retail Price) based on the VIN number of the vehicle multiplied by a prescribed depreciation schedule (there is a local option to increase by 5%, which New Hartford adopted) and then the assessed (70%) of such value. MSRP valuation is provided to municipal Assessor's by the State of Connecticut Department of Motor Vehicles.
Implementation of HB 7067: The Town of New Hartford Board of Selectman (March 12, 2025) has adopted to implement the local option which increases the prescribed depreciation schedule by 5% based on the MSRP methodology mandated for the 2024 Grand List.

IMPORTANT NOTICE: There are several ways to submit vehicle disposal documentation to the Assessor.

3. Mail the documentation to "ASSESSOR PO BOX 316 New Hartford, CT 06057-0316".
4. Drop off in person during town hall hours (if the Assessor is absent there is a drop box location to the left of the door).

The New Hartford Assessor's Office requires two forms of proof to remove or prorate a motor vehicle from the Grand List. Whether you no longer own a vehicle or have moved out of state, two forms of documentation are required.
- CT DMV License Plate Disposition (Cancelation) Receipt AND
- One of the following forms of proof stating the vehicle is no longer in your possession or relocated:
- Bill of Sale (With Full Names, Address, Vehicle Description - VIN #, and Date)
- Copy of Transfer of Title (Front and Back - Must be Signed and Dated)
- Trade-in Information (Dealership Purchase Agreement)
- Junk Yard Receipt (Including VIN #)
- Out of State Registration (Including New Mailing Address and Date of Re-registration)
- Total Loss Letter From Insurance Company (Totaled)
- Repossession Receipt
- Official Police Report (Stolen)
- Letter / Receipt from Charity / Organization (Donated)
Once both forms of proof are received by the Assessor's office, we will be more than happy to adjust your motor vehicle value and apply tax credit (if applicable) accordingly.

Change of Address: https://portal.ct.gov/DMV/DMV-Services/Change-Of-Address All Motor Vehicle Address Changes must be done through the Connecticut Department of Motor Vehicles.
In accordance with Connecticut General Statute Section 12-71c(b), any person claiming a property tax credit on a vehicle shall, not later than the thirty-first day of December immediately following the assessment year in which such vehicle is sold, damaged, stolen or removed. Failure to such claim and documentation shall constitute a waiver of the right to such property tax credit.
For example: the time allowed for pro-rated adjustments (paperwork must be filed) on the 2024 Motor Vehicle Regular Grand List expires on December 31, 2026.
The time allowed for pro-rated adjustments on the 2023 Motor Vehicle Regular Grand List has expired as of December 31, 2025.

Please note: All Vehicle Data Requests have a fee schedule of $25.00 (Cash or Check- to the Town of New Hartford) paid to the Assessor, each request (GL year) is a separate charge of $25.00 per request.
For example, if you request two GL year's the fee is $50.00, if you request only one GL year the fee is $25.00.
Cash payments provide for faster processing and return of the requested report. Check payments require a lengthier processing time (for a check to process and clear) before requested report is created.
