Renter's Rebate [Elderly / Disabled]
The 2026 application period for the Renter's Rebate for Elderly or Totally Disabled Renters program is Wednesday April 1, 2026 - Wednesday September 30, 2026.
Renters' Rebate Program Description
State law provides a reimbursement program for Connecticut renters who are elderly or totally disabled, and whose incomes do not exceed certain limits. Persons renting an apartment / room or living in cooperative housing, or a mobile home may be eligible for this program.
Renters' rebates can be up to $900 for married couples and $700 for single persons. The renters' rebate amount is based on a graduated income scale and the amount of rent and utility payments (excluding telephone) made in the calendar year prior to the year in which the renter applies.
Applications are submitted through the Office of the Assessor on or after April first and not later than October first.
An application filed in the year 2026 is for the "2025 benefit year" for rent, utilities and income.
The eligibility requirements are:
- Over 65 years of age as of December 31st of the year prior to application; or Social Security designation of "Totally Disabled."
- Maximum Income: Married - $56,500; Single - $46,300
The following documentation is required in order to complete your application.
Income Information:
- 2025 Income Tax Return, and a SSA 1099 for example or (and any other documentation, if applicable)
If no income tax return was filed, the following is required:
- Wages, bonuses, commissions, gratuities and fees;
- Gross Social Security, Federal Supplemental Security Income, payment for jury duty;
- Dividends, interest and annuities;
- IRA distributions - include all that was taxable;
- Black Lung payments;
- Green Thumb payments;
- Interest resulting from gifts received;
- Lottery winnings;
- Net Rental Income;
- Pensions, Veteran's pension, Railroad retirement;
- Severance pay; Unemployment Compensation;
- Workers Compensation;
- Alimony;
- Anthem sale of Stock (entire proceeds);
- Legal Settlements - Net Proceeds
Rent and Utility Information:
- Rent - evidence of all payments made in 2025
- Utilities (Electricity, Gas, Water & Fuel) evidence of all payments made in 2025
